北韓在3日宣稱成功進行氫彈試爆，南韓總統府青瓦台4日表示，文在寅總統與美國總統川普商定，解除南韓飛彈500公斤的酬載限制。
青瓦台發表聲明表示，文在寅和川普在電話中「商定，取消南韓飛彈酬載限制，以有效反制」。
美國與南韓曾在1979年簽訂《飛彈協議》，嚴格限制南韓飛彈射程與彈頭重量，但是隨著北韓威脅加劇，美國同意逐步放寬限制。在2001年放寬至300公里內，且彈頭不得超過500公斤。2012年射程延長至800公里，彈頭不得超過500公斤。
北韓宣稱，3日試爆的是一枚可由長程飛彈搭載的氫彈。針對北韓威脅，美國將放寬對南韓的飛彈酬載限制，讓南韓取得威力更大的飛彈。
為了打擊北韓飛彈與核武設施，南韓發展玄武二型與玄武三型地對地飛彈。玄武二A型最大射程300公里；玄武二C型飛彈最大射程達到800公里；玄武三型飛彈包括射程500公里的玄武三A飛彈，以及射程1000公里的玄武三B飛彈。
